Dr. Allegra Condiotte earned her undergraduate degree in Biology with a focus in Ecology at Dartmouth College, a master’s degree in healthcare administration at Florida Atlantic University, and her Doctorate in Medicine at New York University. She completed residency in Psychiatry at Florida Atlantic University, and her training in Forensic Psychiatry at Oregon Health and Science University.

Currently, Dr. Condiotte provides clinical treatment on an outpatient basis at Mind Matters, PC, in Hillsboro. She is also available for forensic evaluation and consultation services for both civil and criminal cases and serves as a Clinical Assistant Professor of Forensic Psychiatry at Oregon Health & Science University.

Dr. Lopez attended medical school at the University of Iowa and completed her general psychiatry residency at the University of Iowa Hospitals and Clinics in 2008. She graduated from the OHSU Forensic Psychiatry Fellowship Program and then joined the faculty at OHSU in 2009 where she is now an Associate Professor of Psychiatry and the Program Director of the Forensic Psychiatry Fellowship. She is on staff for the Oregon Psychiatric Access Line for Adults (OPAL-A), a statewide curbside consulting service, and has her own multi-state forensic psychiatry private practice.

Except for a brief hiatus, Dr. Lopez worked at the Oregon State Hospital for almost 16 years where she was first an attending psychiatrist on a high acuity unit, then a Supervising Physician and later, the Administrative Chief of the OHSU Faculty Program. She has also been the Medical Director for a mid-sized community mental health center in Portland. Dr. Lopez is the Chair of the OHSU Department of Psychiatry Belonging, Inclusion, and Empowerment Committee and co-Chair of the same department’s Grand Rounds Committee.

She was twice elected as President of the Oregon Psychiatric Physicians Association. She is a current APA Assembly Representative and an active member of the OPPA Legislative Committee.

Dr. Karina España is triple board-certified in general psychiatry, child & adolescent psychiatry, and forensic psychiatry. She graduated from medical school at Oregon Health & Science University (OHSU) and completed her general psychiatry training at OHSU. Dr. España completed her child & adolescent psychiatry fellowship at UCLA with distinction in community and global psychiatry. She served as Chief Fellow during the last year of her training at UCLA. She then returned to OHSU to complete a forensic psychiatry fellowship.

In her clinical work, she is an Assistant Professor at OHSU. Dr. España is an Associate Program Director for OHSU’s Child & Adolescent Psychiatry Fellowship. She also provides clinical services for youth admitted to the inpatient child psychiatry unit at Unity Center for Behavioral Health in Portland, Oregon. This unit is one of two inpatient psychiatric units for youth in crisis in Oregon. The program at Unity provides interdisciplinary and family-integrated treatment for youth in crisis (ages 9-17) who have complex psychiatric, developmental, and behavioral challenges. She also does forensic work in the community through her private practice.

Dr. España’s clinical interests include community mental health, healthcare inequities, and high-risk youth including those with lived experiences of trauma, involvement in child welfare and/or the juvenile legal system.

Micky Logan has served as the Legal Affairs Director at the Oregon State Hospital since October 2011. Before then, she was a Senior Assistant Attorney General at the Oregon Department of Justice. During her 20 years at the Oregon Department of Justice, she clerked in the Appellate Division for 2 years, worked as an Honors Attorney for 2 years, served on the DOJ Ethics Committee for 10 years, and represented the Department of Human Services and the Oregon Health Authority as a General Counsel attorney for 18 years. Ms. Logan served on the Executive Committee of the Oregon State Bar Disability Law Section for 9 years and was a member of the Oregon State Bar House of Delegates for 3 years. She was the Chairperson of the Legal Division of the National Association of Mental Health Program Directors for 3 years.

In her role as the OSH Legal Affairs Director, Ms. Logan manages various departments of the Oregon State Hospital, such as Forensic Evaluation Service, Informed Consent, Torts and Litigation, Ombuds & Family Services, and Forensic Risk Review. She is OSH’s liaison to the legal community and responds to daily questions from stakeholders and OSH staff. She also regularly provides training throughout the state about the state hospital and laws impacting state hospital patients.

Ms. Logan received her Bachelor of Arts degree from the University of Michigan, and her law degree from Lewis & Clark Law School.

Dr. Jonathan Floriani graduated from the University of Nevada, Reno School of Medicine in 2013 and completed psychiatry residency at the school’s Las Vegas campus in 2017. He then served as an assistant professor for the newly established University of Nevada, Las Vegas School of Medicine as a clinical psychiatrist on a busy consultation and liaison service. He relocated to Portland with his wife, an infectious disease physician, so they can continue their pursuit of both learning and teaching the art of medicine.

At the OHSU School of Medicine, Dr. Floriani practices consultation and liaison psychiatry, collaborating with other medical specialists, residents, and medical students in the holistic care of hospitalized patients. He is also the Director of Medical Student Education for the OHSU Department of Psychiatry.

Previously, he served on the Las Vegas Metropolitan Police Crisis Intervention Team, working as an instructor to educate newly trained police officers about psychiatric emergencies to improve access to crisis care and appropriate treatment of psychiatric patients. He also served the Nevada Psychiatric Association in multiple capacities, including a year tenure as the Southern Chapter president.

Dr McCarthy received her MD from Oregon Health Sciences University School of Medicine. She is board certified in Psychiatry following completion of her residency at Oregon Health & Sciences University in 1987. For over the last 38 years she has been in the private practice of adolescent and adult psychiatry in Portland. She is a long-time consultant for the Oregon State Hospital and the Oregon Department of Corrections where she has performed Informed Consent consultations for Involuntary Medication.

For years she has traveled to Tillamook to work at a Community Mental Health Center several days a month including treatment of patients with Development Disabilities. A past president of the Oregon Psychiatric Physician’s Association in 1995-1996, she has also served on the OPPA’s CME Program Committee since 1999.

Dr. John “Jack” Rozel has been working in emergency mental health since 1990 and has been the medical director of resolve Crisis Services of UPMC Western Psychiatric Hospital since 2010. He is a Past President of the American Association for Emergency Psychiatry, the leading national organization dedicated to the improvement of compassionate, evidence-based care for people with psychiatric emergencies. He is a professor of Psychiatry and Law at the University of Pittsburgh. He divides his time between emergency psychiatry and violence work.

Dr. Rozel trains and consults with teams across UPMC and the country on projects related to violence and threat management, staff injury prevention, firearm injury prevention, and crisis and emergency psychiatry. He has served as an incident commander after mass shootings and been involved in the behavioral health response to several mass casualty events. He is a member of the Regional Gun Violence Research Consortium at the Rockefeller Institute of Government and has contributed to major policy efforts including the National Council for Mental Wellbeing’s report on Mass Violence, the National Suicide Prevention Lifeline’s violence management guidelines, and the AMA et al’s Amici Brief for the NYSRPA v Bruen case before the Supreme Court. He is the co-director of the UPMC Systemwide Threat Assessment and Response Team.

Mikel Matto, MD is a forensic psychiatrist based in Portland, Oregon. He is board certified in Psychiatry, Forensic Psychiatry, and Addiction Medicine. He is Medical Director of the Oregon Health & Safety Sciences University’s (OHSU) Intercultural Psychiatry Program and the Torture Treatment Center of Oregon where he manages multiple clinics and provides direct patient care.

Dr. Matto is Associate Clinical Professor at OHSU and Associate Clinical Professor (Volunteer) at University of California, San Francisco (UCSF) where he teaches students, residents, and fellows on the topics of risk assessment, cross-cultural psychiatry, human rights, and trauma. He is active in the American Academy of Psychiatry and the Law where he is Chair of the Committee on Trauma and Stress and Co-Chair of the Committee on Human Rights and National Security.

Allison M. Funicelli, MPA, CCLA, ARM, CPHRM, DFASHRM Assistant Vice President, Risk Management Group As an Assistant Vice President of the Risk Management Group, Allison provides risk management consulting services to Allied World’s medical professional liability policyholders and insured psychiatrists, psychologists, psychiatric nurse practitioners and physician assistants.

Allison works directly with policyholders to develop individualized action plans to mitigate potential loss based on their unique exposures and risk management needs. Additionally, she assists these clients with ongoing medical educational programs as well as policy and procedure review and development.

Ms. Funicelli has over 30 years of experience in medical professional insurance industry. She assisted in the ground up build-out of two successful medical professional insurance carriers. Allison is an active member of the Connecticut Society for Healthcare Risk Management (CSHRM) and has served on their board in positions of Director, Treasurer and President. Allison is a member of the American Society of Healthcare Risk Management (ASHRM), the Massachusetts Society for Healthcare Risk Management (MSHRM) and the Professional Liability Underwriting Society (PLUS). Allison frequently speaks on national, regional and local levels on topics related to claim and risk management.

Allison earned her B.A. degree from SUNY Stony Brook and her M.P.A. degree from Long Island University with a concentration in health care management. Allison holds professional designations as a Certified Professional in Healthcare Risk Management (CPHRM), Distinguished Fellow of the American Society for Healthcare Risk Management (DFASHRM), Associate in Risk Management (ARM) and Casualty Claims Law Associate (CCLA).
